AboutAbout the Horsemen's Benevolent and Protective Association (HBPA)The Horsemen's Benevolent and Protective Association of Ontario (HBPA of Ontario) has represented Owners and/or Trainers of thoroughbred racehorses since 1950. Membership in the HBPA of Ontario begins when you become licensed with the Ontario Racing Commission (ORC) as an Owner and/or Trainer. There is no membership fee.National Horsemen's Benevolent and Protective Association – Mission StatementAt the 1996 summer convention in Dallas, the National HBPA created a formalized mission statement for the organization:Provide insurance services to members.Disseminate vital information on critical issues to horsemen and promote exchange of ideas and information.Promote the development of threshold levels for therapeutic medication.Provide a national voice for horsemen on matters of national policy and of national interest. Assist individual affiliates with particular problems.
